Neue Dogen wurden von einer Reihe von Ausschüssen gewählt, deren Mitglieder in einigen Fällen per Los aus mehreren hundert Adelsfamilien ausgewählt wurden. Die Italiener brachten gut funktionierende Kapitalmärkte hervor, die durch neue Errungenschaften in der Buchhaltung und unparteiische Institutionen zur Durchsetzung von Verträgen unterstützt wurden. Zwar waren private und staatliche Kreditaufnahmen nicht neu, doch bis 1500 wurden sie in der Regel in Form von bilateralen Geschäften zwischen wohlhabenden Bürgern abgewickelt, und Zahlungsausfälle von Gläubigern (oder deren Ausweisung und sogar Hinrichtung) waren äußerst häufig. Da diejenigen, die mit dem Handel Geld verdienten – die Klasse der Kaufleute – von einem gut funktionierenden Finanzsystem profitieren konnten, in dem Ersparnisse in produktivitätssteigernde Investitionen gesteckt werden konnten, schufen sie eine Reihe von Finanzinnovationen, darunter auch Kreditmärkte.

Mit den Erträgen aus dem Handel und dem Bedarf an standardisierten Münzen waren die in den italienischen Stadtstaaten geprägten Münzen, insbesondere der Goldflorin von Florenz, von solidem Wert, wurden als solche anerkannt und begannen daher, als globale Währungen akzeptiert zu werden. Auf der Grundlage ihrer soliden Währungen entwickelten diese Stadtstaaten ein effektives Kreditwesen und einen öffentlich gehandelten Anleihemarkt. Venedig richtete Anfang des 12. Jahrhunderts eine ewige Anleihe mit einer Verzinsung von 5 Prozent ein, die die Regierung je nach Finanzlage/Bedarf der Zeit entweder ausgab (d. h. auslieh) oder zurückkaufte. Die venezianischen Kaufleute besaßen die Anleihen und hatten erheblichen Einfluss auf die Regierung, so dass ein Zahlungsausfall nur der letzte Ausweg sein konnte. Die Jahrhunderte, in denen die Anleihe ohne Ausfälle existierte, verschafften den Kreditgebern Vertrauen, und Institutionen für den Handel mit Anleihen auf Sekundärmärkten machten sie zu einer liquiden Anlageform.

Die Möglichkeit, schnell und zu vernünftigen Zinsen Kredite aufzunehmen, war ein enormer Segen für Venedig.
