Das Recht der Geldbewilligung, über welches bisher die meisten Streitigkeiten zwischen dem König und dem Parlament ausgebrochen, fing nun vielmehr an, sie miteinander zu verbinden. Karl II. hatte während des Vierteljahrhunderts seiner Regierung alles in allem dreiundvierzig Millionen Pfund eingenommen. Wilhelm III. empfing binnen dreizehn Jahren zweiundsiebzig Millionen Pfund, wie ungeheuer aber stiegen seitdem diese Anstrengungen! Eben darum stiegen sie, weil sie freiwillig waren, weil man sah, dass ihr Ertrag nicht dem Luxus weniger Hofleute, sondern dem allgemeinen Bedürfnis diente. Da war das Übergewicht der englischen Marine nicht lange zweifelhaft.
